Best? Whaddaya mean by best?
For example if you don't have mysql and don't need a big board, then YaBB Gold is the best for you, you can run it anywhere. phpBB is free and very common, easy to setup. One of the best for general purpose I would say. vBulletin and IPB are "pro" boards, aimed for very large and active communities. Never ran one myself, but I'm sure they have the most features and least bugs. If your board gets a million hits per day, you may wanna upgrade to these... I always seem to promote SMF Simlemachines Forum. It is currently on release candidates, and is still free, and I really like it. I personally move towards PHPBB.
Of course vBulletin is one of the best boards you can get for Modding and doing anything you want with it, but its really not a FanSite board its more for the Businesses. IPB in my opinion is a piece of s**t its got some of the worst modding features, and is a cramped looking forum software. No for some softwares you may have not heard of OpenBB (http://www.openbb.com) is something that would be suggested for small websites for its basic design and the tools you can play with to make it what you want. Is like PHPBB and vBulletin put together. whatever you want its all up to you there are heaps of forum softwares out there. If I wasnt running phpBB I would certainly go more towards the OpenBB! Youre right alperuzi about the pro stuff with forums.
vB is a very good board , the best and bug-free board around. Its also got its own complete language , so mods are easyer to code (you must learn vB code though). IPB is cheaper though , but has less mods. The good thing about PHPBB is , that its open source , so you can optimise your board very easily (you must know PHP and HTML though). PHPBB is the best to start off , but when you're gonna pay anyway , I'd save up a bit more and buy vB
