i don't whirly like them but...

i used PHP nuke for some time...and it's pretty good...

...but i would go with XOOPS....very good;)

I prefer Nucleus CMS because it does not use tables for positioning. Also, you can edit the templates' HTML codes so it can look like the rest of your site! Plus, with the numerous plugins available makes it the most flexible content management system I have ever used! Lastly, it's the only CMS that I have used that will pass the validation test.
