I would have to say pop-ups. Yes, they are annoying but just don't put too many of them. Some other free (crappy) hosts put slideons and pop-ups which make the perfect annoying team. Usually I'll just exit out if too many pop-ups and slide ons come but one is fine. Good question.
I'm going to assume that the 'flyin' ads are the annoying ones that get in the way of the content text. I hate those things with a passion; if you're going to put up ads I think its best to give them their own space in the window (ie banners). Popups are in between. They used to be the most annoying ad but the flyin thing beats them hands down...
Fly in's because they are just a 1 click away easy thing. Seems to me that those would be easier to get rid of than other advertisements on your screen.
I personally are not a huge fan of ads, i know its the price for most free providers but a lot of the time its right in the middle of your screen. So if i really had to have ads enforce don my page i would preffer something rather small in the top corner or bottom corner of my page, and prefferably relating to the purpose of the website, e.g if the site is created for a gaming clan, i would preffer ads related to that game.
