You need not to wait till the visitor stats rise. You decide where to put the ads and put the code, it will become a part of your site. And if any visitor clicks your ads, it will be an added advantage. So go for it at an earliest.

As far as breaking of rules is concerned, I have seen many publishers who have broken the rules and still getting payouts from google.
