their is no differance, proxy numbers are used to identify the ISP and the computer that it is being used for, also different proxies have different speeds as well i use a proxy switching program that works well if you have the right proxy number/country.
So bassicly, a proxy IS a IP
pretty much thats what it is, thats how websites get identified through other means besides the www.com.com way.
