Yes, this hosting can support phpnuke.

Just go to http://phpnuke.org, download it and upload it to your server, and provide the instructions provided.

how to I change CHMOD777 or whatever it is, I never really knew what that was or how to change it.

chmod are the persmissions you give to files and/or directories.
