ummm not sure how easy to make they are. But toolbars are very annoying, and unless you have a very popular site with a distinct popular function there is really no use for it.

Lucky i dont use IE anymore, but the only toolbar i have ever really used has been the Google Toolbar....i really wouldnt waste your time....
