Spectre stated that the upgrades are also unavailable for the time being. But, I'm sure this down time wont last too long and that you will be able to request an upgrade within the week..

well hosting requests and upgrades
are again availble but now you have to wait longer, because only admin can do it now.
What would the reason for that be?
