well the problem with tech borders, one of the reasons i stay away from them is that you need to put alot of detail in them to make them look good. Then of course you have to make the right background with it as well but heres a lst of tutorials on how to work on tech borders.
like I said very detailed and time consuming to do a tech border, but their is somewhat easier way to do a tech border sig without all the messy all you do is just turn it into a popout sig but deleting the border shape in all the layers.
but what i suggest is start with the basics in this order
brushing, render blending, coloring, text, borders (except for tech), filters
once you have a good a mastering of all those then you want to start finding new/old ways to make the most out of your sig.
By reading hundreds of tutorials and trying out many things and then combining them all together to make sweet combos in your sig design.

Hey i made a sig that i thought was pretty good for my first try...i used alot of tutorials...so it
made it real easy...but it was for a friend (OMEN) i kinda skered up around where it says
"omen" but i couldnt fix it cuz when i tried everything would disappear....so yeh......

--------------------- That is the signature I use on Xbox-Scene. It was created using Photoshop and
includes only one image. The image of the wolf I used was found on a simple google search for
'black wolf'. I used the polygonal lasso (SP?) tool to select the eyes and used Hue and
Saturation to color them. The text bar is a simple reflected gradient set to low opacity. The font
is arial, I believe. I had to darken the pupils of the eyes with the air brush tool ...
Well, they ae pretty much the same thing..but tell me which you like better...i put the ball above
his hand as if he was levitating it getting ready to throw it at someone...and in his hand as if he
created it and is getting ready to throw it at someone...tell me which you like better and rate
them/comment please :-D and i acculy used brushes this time and i think it turned out half
