Msg.Exe can only be used in Vista Ultimate and Vista Business. If you have Vista Home Basic or Premium you can not use msg.Exe as it's not part of the package. Also the products in the above link do not work. You will see both of these solutions in all of threads on all of the websites and I think it is down to stupid people who are just copying what they have seen someone else write elsewhere or it is someone who sympathises with Microsoft and are trying to gloss over what is clearly a big mistake in removing the netsend facility which was hugely popular.
