aah no you spy level has to be pretty much maxed out corvert 10 and plus your spy ranks have to be better then anyone else to see thier money, the ??? means your spies are weak.
Basically what you will want to do if you want to see everyone's money is be #1 ranked in spy. Build up spy tools and train spies to increase your number, and if your bonus is higher than everyone else's, then you shouldn't see any ???.
"The Army System" is this a game or something... I haven't heard of it. Maybe someone could explain me more about this. Thank you in advance.
I think is a game called Kings of Chaos www.kingsofchaos.com i played it at one time but then stopped got boring. Maybe another RPG game Im not sure.
