Im using Photoshop CS2 When I downloaded it, It was the newest I think

 I think the gimp can equal photoshop aslong as you have the right brushes, fonts and plugins installed, as for brushes try this: gimp brushes There are some awesome brushes and you can probably make some really good sigs out of them
