People started putting up link exchange pages where they just swapped links to any sites, just to have a bunch of links to get higher SE rankings. The bot at Google (and maybe others by now) has been programmed to handle that. If it finds a page with a bunch of links, it checks to see if the links actually have anything to do with the site's topic. If the links are not relevant to the site listing them, it doesn't count them. It may actually take away points for trying to artificially inflate your ranking. It also compares your pages to other ones with a lot of links on them it found on the web. If they have basically the same links on them, it can tell it's a link exchnge. So it won't count. The only good links for Google anyway, are links to sites with content related to yours. Those count very highly. So be careful using link exchanges, it may hurt more than it helps.
