I know that Macromedia Flash is not a program for drawing, but I can say, there is nothing in the world you can't draw in this program... The fine editing you can do in Macromedia Fireworks. They are not free, but in trial period all the important functions are enabled, Anyway, I belive you can't get a good drawing aplication with a lot of functions for free....... read more.
I still prefer the gimp over any paint program because its FREE
 its so light on the RAM and hard drive space unlike PS and PSP, and although the basic package does have a lot LESS functions than PS and PSP you can get many plugins which add the fuctionality of PS and its so easy to use for newbies like me, unlike PS which i found dificult to learn and gave up with. The GIMP is also well documented and widely used so its not as if its something lurking in the shadows! Just my opinion and contribution to this topic!
Is microsoft paint free? well it comes wit Windows OS. Ive seen amazing pixel work using that program. They actually draw, shade ect. Using Magnifying glass and pixels

Yea, but in all seriousness. Adobe photochop is the bomb. You can do so much more with it. Its amazing. You can design web pages, make layer after layer deatails. Use custom brushes from the net, also you can fine tune things and professionally cut out things from photos etc. I really think that adobe is the way to go. However it is an expensive program and I dont recomend you get it unless you are really into making sigs and artwork etc. Myself I have taken a break from it, since its my senior year in high school and time to party.
Adobe Photosho is awesome, although I only have the TryIt version 4.0. TryIt is the version you can't export, save or print the images.
The GIMP is confusing to use but it may be useful. Haven't spent much time on it. Microsoft Paint is a basic program that does useful things. yEd is a Java based program that is good for making graphical graphs capable of exporting into many formats. There are lots of progreams out there. Just choose one.
Photoshop is a great program but it's not free.
there are other free ones like Irfan view. It supports many file formats including: image formats such as BMP, GIF, JPEG, PNG, TIFF, non-image media files such as Flash, Ogg Vorbis, MPEG, MP3, and even text files. It also supports Photoshop and Paint shop formats. Also GIMP is another good free software that supports many formats.
Paint.net is free but pretty basic, & if you dont already have it you have to download & install the net.password rubbish which is a pain.
I have photoshop on my pc, but for messing around I normally open up Gimp. For a freebie its pretty good, & does most of the things photoshop does. Unless you are really into your design, or do it for a living, I cant really jusity stumping up the amount of cash adobe want for photoshop. My recommendation: Gimp
The GIMP is the best for image manipulation if you have a limited budget, or don't want to spend money on PhotoShop.
I myself use Photoshop or GIMP (Depending on what OS I am running) and then use IrfranVeiw for easy conversion
I also say that Gimp is definately one of the best free softwares out there, its not the best just the best free one. lots of people use it and make great looking designs.. so give it a try

Paint.net would by far be the best to use its almost as good as pid graphic software.

its a bit similar but it is not , the way the tools are set as well as some of the filters are differnt but the general concept of designing thru both is the same
