Custom Navigation Bar In Smf - Anyone know? i have googled it!

Hi there guys! first of all I'm a newbie

when it comes to PHP programming and MySql I'm reading a course on it but am still getting stuck with SMF

What i want to do
I want THIS on top of SMF so its in a frame, or not? if you know anything to help me please can you help! (like THIS) that is ideal if you look at the nav bar on top! anyone who knows how to do it please help me!

Generalized Navigation Bar - (4)

I am looking For stuff to add to a vertical navigation bar to my website. I only have Home Page,
Email, Forum and Get Firefox! What could I add to the bar? Mine is a portal-type website. Any
suggestions are appreciated. Thanks....
