actually there are.. one of the most popular script is here http://www.phparena.net/ called paFiledb.
if you are interested to implement yourself, may be you can start here http://www.phphybrid.com/tutorials.php and http://codewalkers.com/code.php?c=5 and a lot of upload classes on http://www.phpclasses.org/index.html believe me google it, it's a lot!
