Windows Firewall Won't Initialise Because Of A Conflict.

I have been trying to access my Windows Firewall on Windows Server 2003 but all I get is:

Windows Firewall cannot run because another program or service is running that might use the network address translation component (Ipnat.sys).

I googled around for this error and most pple are telling me to disable Routing and Remote Access but when run rrasmgnt.msc I see RRAS that my RRAS is not configured. Even in the servises it's not running.
What kind of problem could I be facing here and how can I resolve it.

i have used server 2003 without many problems... are you trying to access remotely, or from the server itself?
do you use any other firewalls, thirdparty software

I'm doing it on the machine itself. I don't have any third party firewall but I'm planning to use one because I'm hoping it will disable the windows firewall. Maybe that way I can have control over my ports.
