A forum script to mimic "certain look" is all in the forum skin. You can actually have phpbb to resemble IPB with just a change in the skin.
I'm not sure if you have seen how IPB is controled, but in my experience any free forum script that best resembles IPB is SMF - Simple Machines Forum http://www.simplemachines.org/ . This is only because how SMF admin control and the behavior when it comes to customizing the layout of the board. However, SMF does not offer many mods for the board.
Yeh I used to use SMF, people hated the forums... and I hate phpbb, but there are forums where u can only use mods on the default style, so i like to use mods and I like the default style to look neat
Why dont you just get the free version of IPB i think it's version 1.3 thats free and you are legally allowed to use it, plenty of mods and you can get skins to make it look like IPB 2

goto hotscripts, and look for a board that suits your needs. There is MORE than just phpbb.
phpbb is the most configurable one out there, but there are others that may offer more than you want but less than phpbb. Invision is a nice one as well
I suggest, you to use IPB itself. It has a neat interface and the system is pretty secure too. So, maybe you should use IPB. DO google for free scripts . YOu will definitely land on manyt scripts . But still , i dont think you will find any Bulletin . There are also many skins for these being made available today.

There are HEAPs of mods for SMF. The problem with vBulletin is that if you want a good skin, it will cost you a good amount of money. As far as I know phpBB has a bunch of good themes for free. Good luck running a nulled vBulletin, they shut those down quite fast.

If you really don't like phpbb then try smf I think it will satisfy your needs. If I am not mistaken then it is customizable also. So if you want then you can give it a different look too. But as to whether or not it can hold up a nice community, definitely yes. There are very few differences between phpBB and Vbulletin, namely things like VB having a community script(like where you can friend people and create groups for them and whatnot). Aside from those things, phpBB can do everything you want, most likely. Not to mention it has a very large help base, however I have found it to be hard to get help for any issues that I've had. There are often new updates for the software, and to update it all you have to do is ftp the updates to your server and tell the forums to update! Very easy. Installation is easy and quick as well. I would suggest uploading the forum base to a subdirectory(much like I did for joomla, www.mydomain.com/joomla or for you www.yourdomain.com/phpbb) while you test it out and see how you like it. At one point I had 3 forum bases up while I compared the 3 together, and then once I decided on one(phpBB) I wiped all 3 and reinstalled the forums from scratch in /forums folder. This allows for a more hands-on approach to the various formats, how easy they are to use, etc.
