i have tried phpBB, IPB and vBulletin. i personally recommend IPB for its smoothness and vB for the number of hacks available and professional system.for small clan sites use phpBB

PHPBB, for a lot of reasons:
Free, highly moddable, lots of themes, advanced, blends into portals, fairly easy to install and a few more but all the thinking is hurting my brain. Basically PHPBB owns.

I do not like phpBB and vBulletin, they not for me. IPB it is much better, and for small tasks I apply ExBB - it a Russian forum without mysql but convenient and functional. As it works it is possible to look here - http://anomalia.kosmohost.com/forum/
