well c++ is verry easy to use.. and non expensive.. it is verry cheap

must point out that C++ is not VisualC++.
Visual C++ is a commercial product(include IDE and compiler).
There is also FREE compilers and IDEs。
So C++ doesn't need to be expensive.

As it is hard or not, it depends you.

choose free rapid development in borland c++builder (there is a free personal version), if you on't want to make a year of "Hello world", api, handles, and such.
