I need Video Filters...

Have a VCD, i wanted to select a few scenes and edit it again, put music etc... is there a filter to remove the blur of the vcd or to improve it's quality?

And also, let's say I capture something from the TV, how can I improve the quality of the captured video?

Any recommendations on a lossless video compression codec?

To get the scenes from a VCD, what kind of software to use? VCDCutter?

And that VCD has a little scratch so when I watch it in my T.V, it skips a little, what software to use to prevent that? Because I'm planning to recopy it...

What software to use to zoom the video in vcd? because it's in wide screen. I would like to convert it in full screen.
