I made a qupis account a while ago, and ever since I did it has not worked. When ever I goto the site, I always get a Server not found error.

I can still login to the control panel and Cpanel, here's the link if it helps: http://www.rmxpempire.qupis.com/

I also uploaded an index.php test file to see if it that would work, but I get the same result each time.

I dont think my account was setup right, what can I do?

Submit a ticket to xistosupport.com is one thing to do.
Not sure when you got Hosted Status here, but in the past, Members have lost their Qupis account once they were Hosted at the Trap17. I lost a Qupis Account myself...

The Xisto Company rules are: 1 member = 1 Free Account.

I didn't know that. I would like to close my qupis account then, I don't want to risk my trap17 account. Should I just leave my qupis account or is there a way to close it? I've had both for a long time now.
