why cant i create a mysql database?

You should be able to from within cPanel, under 'MySQL Databases'.

All MySQL databases created will have your username prefixed in the front. For example, if you created a database called 'database', it would become 'yourname_database'.

You cannot have any additional underscores in the database name. And do not try and put the 'yourname_' in - it will automatically be added. If you try and create a database called 'yourname_database', it will become 'yourname_yournamedatabase'.

it tells you how to do it but they are automatically created if you are using pre installed scripts.

In cPanel, under 'Preinstalled Scripts'. Try Fantastico, or the Addon Scripts library.
