its really easy use www.php.net site and get functions
Then u can manage then with one php page and one text file for data base its really easy Try to make one cms , do not use any other cms , ( if u want learn php )

Try HotScripts. They have many different things that might help you. I don't know for sure if they have it but try it. It's worth a shot and if you get it, than good. If not, I can't help you anymore.

or search in google for free scripts you can find any help for programming in www.php.net but i think you must use script for learn programming |

Who knows where I may get some kind of virtual online library written in PHP programming langauge. The functions have to be are: registration, subscription, users might read book as well as to download it if they have such permissions. Any more functions which will be useful for library system.
