It's a free Speech program, it's CoolInfo..

With CoolInfo you'll forget your mouse and keyboard you'll be able to navigate and search the web using your speech even working with programs.. it has an option that you can add commands to it with different programs.. you can get it here

Yeah, nice sit back and surf and have fun too bad it is not so fast to play games with it one could be in real advantage with such software. Also great thing is that it is free although you have to register after certain time but it is free.
