I would like to close my hosting account because I am moving to a new paid host but I am unsure how to close the account so that if I need to in the future I can open it without having negative credits.

(I realize that all my info from my site will be wiped and if I reopen it will be from scratch and Ill probably need to get the 30 creds again and what not)

go to that link and terminate your hosting. Credits will be reset to zero automatically. And, yes, you will need to earn more credits and re-apply in the future if you decide to get hosted again.
