Can i put file *.rar ???
And what is a limit it ?
I need 20mb limit

Did you make the aforementioned *.rar file or own copyright (have permission to use) all files contained within? Are the files contained within legal, and not for malicious purposes? If the answer is Yes, then your Answer is yes. You can. As for the 20mb limit, I don't think there is a file size limit, but with hosting package 1 you have 5gb bandwidth (I think), when that's gone it's gone.

Well, what does the rar file contain? If it contains warez, or other commercial stuff that you know should be paid for, you can't upload them. Sure you can upload rar files with public domain items or stuff that you've made, but you can't upload something that would violate the TOS or other illegal items. By the way, there's no limit to what you can upload, unless it takes up more of your allocated space.

If you follow what he said you will be fine. Do not upload anything illegal or breaking the Terms of Service. If you are wondering how much space you have it depends on what package you have or would like to get. If you want the first package you get 20mb of space, and the second you get 150mb of space. Hopefully this helped you.
