Looking for a cooking course for a 2 week holiday in India.

Well, Cooking course of two weeks!! I am not sure of any such course in India. I think it will be better that you speak to good hotels in advance and see if they allow you to be part of their kitchen for 2 weeks.
As far as staying dry in India is concerned you can live in New Delhi and keep yourself warm as you wont see even a single drop of rain in this month however HEAT will be falling like rain |

If you like nice pleasant climate, Head to North India.
Else, you can always drop in South India to enjoy the scrotching Heat. |
