found in google, a concise answer from whoozhe.

The Internet Corporation for Assigned Names and Numbers (http://www.icann.org/) is the starting place.
ICANN is the non-profit corporation that was formed to assume responsibility for the IP address space allocation, protocol parameter assignment, domain name system management, and root server system management functions previously performed under U.S. Government contract by IANA and other entities.

if you're on your own (as in solo, alone), you might find this attempt to be a bit time-consuming and expensive. but if you want to pursue registrar accreditation, just check out this page: http://www.icann.org/registrars/accreditation.htm

on the other hand, you can also just a domain reseller instead, getting permission from the bigger and more established domain registrars to resell domains on your site via them. smile.gif that works too. biggrin.gif

Serverph is right that you will need to register from ICANN in order to become an accredited registrar however in order to get the ability to sell the domain name, you can become a domian reseller.
There are lot of sites which are doing this and one of the most used one is eNom. But still it can be expensive if you dont think that your site gets lots of visitor.

you also need to contact the actual domain prople like Nominet as the are the domain people where all the big domin registras get there domains from as to be part of nominet it does cost a lot of money but if you dont want to do that just sign up as an affilate of a domain registra and there are also domain reg scripts available on the net like on some site they have th extentions of domains.yourdomain.com/anceron/ thats a very popualr one and you dont have to upload any files what so ever its all donw through a huge company that is registerd with nominet and its free to become a reseller so on your domain for instance if you had like example.trap17.com you would get one of doamins.example.trap17.com/anceron its a very good service and i say again its FREE
