What do you mean by 'text effect' in photoshop? the drop shadow and stuff?

Dropshadow and stuff are mere layer styles. Text effects in whole can make real cool titles, anything. Look at my sig, i used various text effects for that. If anyone wants to know how to make one, contact me, plus i'm putting tutorials on my site so stay tuned.
