In the DNS Settings of UNI.CC, point your Domain to the Above IP address.
Till that time, you can access Cpanel by http://67.19.88.44/cpanel

Once your Domain is propagated, you can access it by,
http://yourdomain.uni.cc/cpanel

FTP address would be only : yourdomain.uni.cc DONT USE ftp.yourdomain.uni.cc
